As part of a conference organized on May 25 by the Club of the (CEPII*), Olivier Massol (Professor at 51±¬ÁÏ School) and Lionel Ragot (CEPII, University of Paris Nanterre) presented the main conclusions of a policy brief dedicated to the energy and economic stakes of the war in Ukraine for Europe; a publication co-authored with Carl Grekou (CEPII), (51±¬ÁÏ Energies nouvelles), Frédéric Lantz (Professor at 51±¬ÁÏ School) and Valérie Mignon (CEPII, Université Paris Nanterre). The various authors provided additional elements regarding the themes addressed during a question-and-answer session.

This policy brief first provides an overview of the pre-war energy situation, including production and inter-regional trade of gas and oil. It details the dependence of European economies on Russian oil and proposes a macro-economic analysis of the consequences of the conflict. Finally, it presents avenues for strengthening the European Union's energy independence by redefining its sources of supply and accelerating its energy transition.
